The Montana license plate numbering convention is [county number]-[serial number]. Some of the larger counties (Missoula, Yellowstone) sometimes put a "T" or a "C" in there for trucks and cars, e.g., "4-C2307". There have been other letters introduced in the past as well. But most of the time, in most counties the number after the dash is basically just the order that the clerk at the DMV pulled the plate off the shelf. Furthermore, the plates live with the car as long as you own it.
So what that Beetle has is a very low-numbered Gallatin county ("6") plates which were issued somewhere between 1987 and 1990.
